With your 5.5 mm / US I- 9 hook ch 22,

Row 1: Sc in 2nd ch from the hook, sc across, turn. <21 st>

Row 2: Ch 1, [sc, skip 4, ch 4] repeat until last st, sc, turn.

 Row 3: Ch 2, dc in sc below, [sc 4 in ch-4 space, bobble st in sc below] repeat until last ch-4 space, sc 4 in ch-4 space, dc in last st, turn.

Repeat Row 2 and 3 until you reach 15 cm / 6”.
